Powers are delegated to various agencies namely Board, Chairman & Managing Director and Director-Finance depending on the nature of issue. Some of the important Powers delegated are:
a)Budget and Accounts
Annual Budgets including Capital, Revenue, Design and Development, Purchase, Manpower, Training, ways and Means, Foreign Exchange, Annual Accounts and Recommendation for Declaration of Dividend.
Project Reports and Estimates for Expansion of the additions and modifications to existing facilities or for establishment of New Projects and facilities.
Policy matters relating to service conditions, wages and salary structures including allowances, bonus, retirement benefits, not requiring Government's approval.
Creation / Appointment / Promotion to posts in DGM and above but below Board level. Termination of services / acceptance of resignations of holders of such posts, including powers to waive notice period and contractual bonds in regard to officers below Board level.
Approval for Award of works / contracts against tenders.
Purchase of Raw materials against approved programs / tasks / firm orders from customers.
Creation of posts below General Managers
Appointments, Promotion Termination of services, acceptance of resignation, transfers, job rotations, training etc in respect of Officers below Board Level.
Engagement of Consultants and Experts other than foreign Nationals
Execution of Deeds, Leases, Contracts and other instruments on behalf of the Company.
Powers of CMD can be sub-delegated to sub-ordinate Officers / Head of Departments to enable them to discharge their duties efficiently.
